Terms and conditions of Research England grant

Higher education institutions (HEIs) in receipt of our funding must comply with terms and conditions. We have published terms and conditions for the period to 31 July 2019. These terms and conditions should be read in conjunction with the terms and conditions of OfS grant and ‘funding agreement’ between the OfS and the institutions it funds. Together, these documents supersede HEFCE 2017/08.

The terms and conditions of Research England grant set out the formal relationship between UK Research and Innovation (UKRI) and the HEIs that it funds, and their governing bodies and accountable officers, in relation to UKRI funds administered through Research England. 

Until the OfS regulatory framework is fully operational, both Research England and OfS will be operating under HEFCE's old legal powers. Our terms and conditions are made under section 65 of the Further and Higher Education Act 1992. 

Our terms and conditions reflect our responsibility to provide annual assurances to Parliament that:

  • funds provided to us are being used for the purposes for which they were given
  • risk management, control and governance in the higher education (HE) sector are effective
  • value for money is being achieved.

Consultation on the draft Research England terms and conditions of funding for 2019-20

Terms and conditions of Research England grant are in place for the period until 31 July 2019. Due to the Office for Students’ new regulatory framework being introduced in August 2019, these cannot apply thereafter. Revised terms and conditions for 2019-20 will be published in order to secure continued accountability for our funding.

This document invites comments on revised terms and conditions of funding administered through Research England under section 97 of the Higher Education and Research Act 2017 (see Annex 1 in the 2019-20 Research England Terms and Conditions Consultation document below), forming part of an overarching accountability framework between Research England and the higher education providers we fund.

Views are sought on any element of the revised terms and conditions. However, we have revised a number of specific areas reflecting wider policy developments and these are set out in the consultation document.

The consultation closed on Thursday 8 July 2019.

We will finalise the terms and conditions in light of feedback received through consultation. We will publish the final document on our website, together with a summary of the feedback received, before 31 July 2019.
